if it's in the heart of a cave system, with numerous minions along the way, and environmental effects that provide challenges for the players, as well as things that it can interact with with its beams (such as ropes holding up a bridge, to make the players fall into a spike pit) then that's a much harder fight. If it's just a set of ruins, with plenty of things to hide behind, there's not much of a threat. That'd be up to you, though the 'threat' level more comes from the lair than the beholder itself. The eye rays would likely be a 2 action attack, the antimagic cone open/close a 1 action, and picking where to point it is a free action, though the "Eye Monster" won't change it more than once per turn. We can see it's got a good will save, high perception, moderately high AC, so I'd compare it to a similar CR 13 creature's AC, the saves are easy enough to transfer over, pretty much just add ~14 (I'm assuming from the +5 proficiency it has for 5e, that it's roughly a level 13 character, which should be about 13 level +6 expert proficiency, -5 existing = +14)) to the DC and that's probably a good start. Realistically, the only things you'd need to change are the to-hits, saves, DC's, and AC. HP, speed, Str/Dex, etc, immunities, senses, languages, and the various effects (antimagic cone, bite and eye rays) are mostly compatible, you might need to tweak a condition over to PF2's version (ie, the Slow ray would need a number put onto it) Most of the stats from the 5e version can be carried over pretty easily.
